OSHA released new Arc Flash Guidance in November 2024 to ensure that arc-rated (AR) clothing and equipment is provided to and worn by anyone working on or near energized equipment. In particular, this guidance clarifies that even low-voltage systems, including 120/208V, can generate arc flashes with more than enough energy to burn exposed skin, ignite flammable clothing, and cause catastrophic or fatal injuries. Many electricians may wonder if they need AR clothing and personal protective equipment  (PPE) when working on residential 120/240V electrical panels. According to Tyndale’s Vice President of Technical,

Without a formal arc flash risk assessment, which is rare for residential work, panels won’t have labels indicating arc flash and shock risks. In such cases, electricians must use the NFPA 70E tables method to determine if AR clothing and PPE is required. In Article 130, Table 103.7(C)(15)(a) specifies that work on panel boards or other equipment rated at 240 volts and below, requires a minimum of CAT 1 PPE, which includes a minimum of 4 cal/cm² arc-rated clothing as shown in Table 130.7(C)(15)(c). Keep in mind that OSHA has viewed the NFPA 70E as the primary consensus standard since 1983 and uses it to support their citations for violations.

Low Voltage Is Not Low Risk

Many electricians mistakenly believe that low-voltage systems pose minimal risks, but consider these facts:

  • Arc flash incident energy is influenced by amperage, cycle time, and worker distance—NOT just voltage.
  • Low voltages can sustain arc flashes, discharging molten metal (usually copper, steel, and aluminum) at temperatures between 1,900°F and 2,500°F—hot enough to burn, melt, or vaporize anything within three feet.
  • Skin burns at just 140°F. Clothing ignites at temperatures between 400°–800°F.
  • Most arc flash burn injuries and fatalities are the result of flammable clothing ignition—not the arc itself.

With an influx of new electrical workers entering the field, OSHA’s updated guidance aims to dispel the dangerous myth that low-voltage work does not require AR clothing and PPE. Even at low voltage, the risk is real. Strict safety measures must be implemented and followed to achieve compliance and true protection. To emphasize the danger of wearing flammable clothing while performing electrical work, OSHA’s overriding message is, “Don’t wear fuel.”

A Real-Life Warning: The Dangers of Complacency
